I want to start a “news portal” web site; it would allow visitors to view categorized news items and click the headline to link to the full story from the original source. The portal would also allow registered visitors to comment on the items, to submit their own items (ticking a box to categorize each post,) to edit their own posts, and to rate items.

I want to develop an algorithm such that higher-rated items display higher on the page, but their priority would deteriorate over time, so that the older a post gets, the lower its priority on the web page.

Looking to start some sort of website, either a blog or some sort of Q & A forum on several topics.
Is there anyone who knows the best way to go about this? I don’t know how to create my own website or blog site and need some suggestions as to how to get started!

I will soon be leaving my home country to teach English and Travel. I would like to document my progress, most likely in a vblog.

I work in IT and I doubt I’ll have any trouble setting up what I need to but I thought it would be good to get some suggestions from the community.

I have never blogged before and I don’t know much about the pros and cons of different sites/software. I quite like the idea of having my own domain and using youtube for videos as I would have total control over it and I would be able to take any proceeds from advertising.
