The best blog software, preferably online and not a download? But either one’s good.?

I want to start a professional looking blog and I would like to know which site people think is the best to use. Something online would be simpler but I’m not a’scared to download something either and tweak it out. And also what some good methods/resources are to drive traffic to it…marketing, advertising etc.

If you have examples/samples, that’d be great.

What are the best ways to promote one’s blogs ?

I have started (or plan to start) 4 or 5 blogs, dealing with various areas of life.I am looking for good ways to attract attention to “new kids on the blog(osphere)”
