The portal would also allow registered visitors to comment on the items, to submit their own items (ticking a box to categorize each post,) to edit their own posts, and to rate items.

I want to develop an algorithm such that higher-rated items display higher on the page, but their priority would deteriorate over time, so that the older a post gets, the lower its priority on the web page.
