Which blog management/CMS should I use?

I want to start a “news portal” web site; it would allow visitors to view categorized news items and click the headline to link to the full story from the original source. The portal would also allow registered visitors to comment on the items, to submit their own items (ticking a box to categorize each post,) to edit their own posts, and to rate items.

I want to develop an algorithm such that higher-rated items display higher on the page, but their priority would deteriorate over time, so that the older a post gets, the lower its priority on the web page.

I have tinkered with PHP and MySQL, and I have picked up quite a bit, so a PHP-based platform would make sense, so that I could tweak code as needed, but I certainly do not know enough to start from scratch. The handful of platforms I have already looked into seem poorly documented — I can’t tell a thread from a forum from a topic — so I fear it would take forever to wade through pages of code to locate where I would need to make modifications.

I also want to control the layout of the page, not to be tied into a pre-built template. I’m fairly comfortable with CSS, and I plan to build a CSS-based layout.

So I want to start with an open-source CMS that has registration/authentication built-in, a way for registered users to post items and a way for users to rate posted items. Usual admin functions — re-categorizing posts, closing off discussion, ip banning, etc., are expected. What CMS is my best starting point? (For bonus points: Is there a web site that compares features, such as ability to categorize/edit/rate posts, user registration, etc.? If so, I’ve not found it.)

    There are many to choose from: For a Blog application, there are B2Evolution and Wordpress and for a CMS you can use joomla or drupal but I would suggest you to first start using rapid development php framework like CakePHP or codeigniter.
